Case Study

Town of Caledon Aggregate Implementation Projects

Scope of Work

Nethery Planning has been retained by the Town of Caledon to complete six aggregate policy implementation projects that arose out of the Supplementary Aggregate Policy Study which Nethery completed in October 2024. These aggregate implementation projects are varied in their deliverables, including update reports, Background Reports, Official Plan Amendments, Zoning By-law Amendments, and terms of reference documents.

The projects include:

  • Aggregate Guidance Manual;
    • This Aggregate Guidance Manual was undertaken together with a team of 10 subconsultants with a range of expertise.
  • Town-wide Official Plan Amendment;
  • Rehabilitation Master Plan;
    • The Rehabilitation Master Plan is being undertaken in collaboration with Beacon Environmental.
  • Excess Soil Official Plan Amendment;
    • The Excess Soil Project is being undertaken in collaboration with RJ Burnside.
  • Recycled Aggregate Strategy; and
  • Mapping of Ecologically Sensitive Groundwater Recharge Areas.

Challenges and Solutions

Key challenges include balancing competing or overlapping project deadlines and managing political sensitivities. Nethery Planning addresses these issues through proactive project management, such as consistent check-ins on work plan status, as well as cross-collaboration between Town of Caledon departments to ensure all projects are aligned.

Outcomes

Through this suite of implementation projects, Nethery Planning is helping the Town of Caledon strengthen and modernize its aggregate policy framework, creating greater consistency, clarity, and defensibility across all aggregate-related planning tools. This work is producing coordinated policy updates, clearer implementation pathways for applicants, and improved alignment between Official Plan policies, zoning regulations, and technical standards. As the projects advance, Town staff are gaining more predictable processes, better guidance for evaluating applications, and stronger tools to manage environmental, soil, and rehabilitation considerations across Caledon’s aggregate operations.
